Following owners’ strong concerns regarding the lack of transparency, fiscal irresponsibility, and a proposed “in-person-only” voting procedure (despite ~2/3 of owners living off-site), the Board has, for the 3rd time, re-scheduled a Special Meeting for Property Owners to vote on assessing themselves for a yet-to-be-detailed Road Plan for Windermere Oaks.
Don’t let the Board play upon the great need for road repairs in Windermere.
Call on them for transparency in the process & the plan,
not merely transparency on how much they want owners to pay!

The Vote = $1,000,000.00+ LOAN requiring property owner assessment (PER LOT):
- $3,012 per lot up front
- $538~ per year for 7 years
- additional to regular POA dues
- First payment due July 1, 2026
Why Vote “NO” on the Loan?
- VOTING:
- RUSHED — Initial notice given by Board on 3/10 for an in-person only vote at 3/21
- DISORGANIZED — Vote scheduled for 3/21, 4/1, and now 4/21.
- NON-INCLUSIVE — Vote disenfranchises remote owners, owners without email, and owners who have not signed up on the management’s portal
- UNCLEAR WHAT VOTE IS FOR — Voting on loan? Voting on assessing ourselves? Voting to go ahead with asphalt (vs. Chip Seal) resurfacing?
- INSUFFICIENT LOAN DETAILS:
- Unclear collateral.
- Unclear risks & owner liability if others don’t pay.
- UNANSWERED ROAD PLAN QUESTIONS:
- Will there be sufficient road preparation as underlay to asphalt?
- Significant long-term asphalt maintenance costs left unaddressed.
- Why the switch from 10-year chip seal to asphalt at 2-3x the cost
- IGNORING PRIOR YEARS of OWNER CONCENSUS:
- 2012 plan established 10-yr road funding, yearly maintenance, & chip seal resurfacing strategy.
- Roads resurfaced (Chip Seal) in 2013 w/ plan to resurface chip seal in 2023.
- 2021 Engineering Co. hired to overview Asphalt vs. Chip Seal road re-surfacing methods

- 2022 owner consensus favored chip seal as appropriate for community needs & cost
- Road funds set aside reportedly redirected by Board (not owner vote) to the 200+k pavilion pool
- No road repair done in 4 years leaves owners in a panic to “fix” now
- Why the switch from 10-year chip seal recommended to asphalt at 2-3x the cost?
- DOES WINDERMERE REALLY NEED ASPHALT RE-SURFACING?
- Chip seal is said to be more than sufficient for low-travelled roads
- Chip seal has shown to be 1/3 to 1/2 cost.
- LOW VOTING THRESHHOLD:
- Board has deemed only a “majority of a quorum” is needed to pass this vote
- 32 lots = quorum? 17 “yes” votes approve assessment for all?
- GROSS LACK OF TRANSPARENCY: Recent Board meeting minutes, records and detail on path to decision not shared with owners for years.
